these red levers under my sink... what are they for? are they supposed to be turned upward or downward? upward in winter, and down in summer? or UP all the time? OR DOWN all the time?

I think the two red levers are the valve open/shut for the ondol floor heating pipes. One for each room. If you want to heat one room only shut off the other valve. Both open = you're heating both rooms.

is your floor warm to the touch? If so, switch the valves. if not, don't bother.

ah, no it's not warm to the touch. i messed around with this thing awhile back, lowering the emperature. so.. i should NOT move the levers? it wont save me any money on my utility bill if i turn them down?

As long as you set the temperature below the current temperature (By just pressing the down button) you're floor heating won't turn on.
