No. You can just buy a 500 won plug adaptor.

A plug adapter will not step the 240 down to 110, unless the computer has a switch for this, and I've never seen that on a computer...

Most adapters for laptops in Korea are rated for 110-240V, 50-60Hz. Meaning that, yes all you need is a plug adapter to plug it in anywhere in the world. Of course, check your adapter to make sure first.
