I'd like to get my PADI certification this winter break. Any suggestions on the place to go in December? Been to Thailand already so elsewhere is preferred. |

Quick and decent PADI along with warm water and weather and NOT Thailand (as per your request) would mean the Philippines.
Boracay is a nice 4-5 day get-a-way for a PADI cert with some down time thrown in (OK nightlife too).
Alona beach on Panglao / Bohol is another plus. Lots of info here. Do a simple search for "Bohol" or "alona" and cruise through the threads.
Cebu city (Mactan island) is overpriced and the diving is nothing special but if you get away from the city and up to places like Malapascua or over to Bantayan island it is worth the extra day of travel.
