What does a Letter of Release from gov't require?

I work for the Korean government. Not provincial; the federal government (I teach other gov't employees). I'd like to leave my contract a month early and take a uni job.

Normally a letter of release from a private employer requires a signature of the owner and the corporate seal/stamp, but in this case, there is no private owner, so what needs to be done instead?
