Can't say about where exactly, but a lot of neighborhoods have brown western looking recycling receptacles to put old clothes in. The ones I've seen are brown and look like trash cans with the names of the things you can recycle stenciled on the front in black spray paint, in Korean of course. |

Usually in my hood we put them right outside the apartment in plain view and someone will take them to sell them to a 2nd hand shop. Don't know if all neighborhoods are like that though. |

There are many second hand or thrift stores and they are happy to accept your clothes. I did this to reduce luggage when leaving Korea. |
