Contact the people at Seoul Global Center.

The Korean Legal Aid Organization will give you FREE advice. However, if you want to meet them in person to discuss a case they only have free consoling for a few hours during the day on Monday. My co-workers called and got free advice over the phone instantly though. Give it a try..

Edit: "Legal aid eligibility extended to include:
-Domestic citizens and foreign residents with their average income -under 2.2 mil. won per month."

I know they advised a friend who went to the labor board as well...

Doesn't it seem odd that they've specified the base pay for ESL teachers as the ceiling amount? It sounds like their intention is to provide legal aid to indigent foreigners, i.e. migrant workers.

Nonetheless OP you should contact them or the global help center.
