Does the school in general require that the report be sealed?

On the contrary. It's required to be apostilled or have an embassy-notarized affidavit. You can't get an apostille applied to a document in a sealed envelope, nor is it practical to attach an affidavit to a sealed envelope.

Thanks for the help. It confused me that my recruiter was asking that my report be delivered in a sealed envelope and notarized but didnt mention the apostille part.
