Is it possible to use Skype in Korea to call a Korean phone number?
Every time I try it, a message pops up: "Account blocked".

Is there any way to deal with this?

yes, it's possible. I've done it numerous times.

Drop the first 0 in the Korean number (I don't think it matters, but I drop it).

ive called my gf a couple of times, skype to skype? Is that any help?
They just need to be logged in

There is no free lunch. Unless you know how to jailbreak your phone my phone which us LG limits the amount of VoIP I can use. Which means somehow they know I am using Skype and limit me to about an hour or two per month. I use it calling home.

It is logical because if it were possible Koreans would be doing it and they would make no money on phone calls ( Go to a Wifi spot and use Skype for free - the phone companies have already thought of that). So that is why they might block local calls (but the other poster got around that) but they may still limit your time like my provider does. If not you are lucky.

The limit is not on the phone, but the carrier side. They know which SIM you use. They also know which SIM you use if you use the free WiFi from your provider (e.g. T-WiFi, OllehWiFi).

They can't block your phone from using Skype on an Anygate/SeoulWiFi hotspot. That would actually be illegal if they did include something in the phone's ROM.
