JET/Japan require Korean police clearance

I've just been having a look at Japan's JET program and the application process requires this.....

...which is rather tricky to get if you're not in Korea anymore, I'd imagine. How does one get one?

Just purely out of interest here, btw. I'm not applying to JET.

An acquaintance went through this not long ago. His gf in Japan needed one and thught he'd pick one up for her when he was passing through Korea on vacation. He had a fingerprint form from her, plus a letter giving permission for him to obtain th record check as well as another letter giving the police permission to release the information to a third party (the bf).

No go. They said she had to come to Korea herself to get it done.
