So I look out my window just now and there are two guys standing next to a van full of junk, just stripping down to their boxers in the street. Thought we weren't even supposed to take off our shirts.

So my question is, do you think this is normal, or they just thought they could get away with it because it's early on a sunday morning and no one is around?

They're construction workers? They're considered the bottom of the barrel by Korean standards. So they probably don't give a **** what people think about what they do anyway. Why would you care anyway? It's really hot out. Let them get changed.

In poverty-stricken Brazil...I once saw a woman use someone's garden hose as a shower. She nervously got between two buildings and was trying to shower as quickly as possible without anyone seeing her.

You could have just leaned out your window and shouted, "Hey big boys! Wanna use my room?" Body language would have sufficed.

Perhaps they were construction workers, but it didn't look like it really. I probably would have needed the body language since my Korean isn't so good. Having fun wondering what the response would be to that...

Why not? It seems everyone pisses and pukes in the street. At least they had their boxers on. It's better than the drunken ajoshie who whips 'it' out and pisses at the bus stop in front of a group of school girls.
