Who's responsible?

The owner?

OR

The cheonsae payer in event of cheonsae?
The renter in case of rental?

Depends on what your contract says. If nothing is in your contract then it depends on how well you negotiate.

For myself, we paid to fix the sink ourselves. We complained to the landlord, but they said it was normal wear and tear. I said right normal wear and tear that means you have to replace it. They refused. We fixed it.

A couple of months later our water heater begin having problems. Very low water pressure and it would not heat properly. Once again complained to landlord. We reminded them that we had paid for the sink. They still balked, so we told them we would get it fixed, and then when we paid rent we would deduct that from the rent. They fixed the water heater the next day.

I know structural is the owner's responsibility.

I think other stuff should be the cheonsae payer's (the school's) responsibility, though. Unless it's been purposely broken by me of course.

I'm dealing with stuff that is clearly failing because of age. Windows with broken sliders. Latches that have anodized off. Faucets that are rusting off. Empty light fixtures (holes in ceiling) because the light broke a long time ago from age.

Thing is, you should check out everything BEFORE you move in, and if any repair is needed, make sure it's done BEFORE you sign that lease.

I've been in the place four years, and I'm not the person that signed the lease, the education office did. Anyway, they had a budget for the repairs, but I spent it on a vibrating chair. So, I'll just hold out till I move. If I fix anything I'm going to take the new pieces with me when I go.
