Korea employs foreign engineers and teachers, but doesn't employ translators and web developers from overseas. They're using web layout templates and operating system software developed overseas, but not website designers.

Has everything actually been translated, but not employed in the real world do to closed minded older people? Or is it just simply not done due to how complex this task really is due to the 2 languages being so different? I know the ambition to learn English centers around doing business outside of Korea to bring wealth to Korea; not to actually westernize though that will be the resulting side effect.

They have a ton of native Korean translators. Of course there is a problem with the boss not knowing/caring who really is good at translation (the problem not being shortage of translators), but hiring foreign translators wouldn't solve that. Also there are comparatively few foreign bilinguals, and even fewer out of them who'd be interested in translation work. It would be a good idea to have both foreigners and Koreans involved in certifying translators - and then to lay down standards requiring at least government agencies to use only properly certified translators - but this is Korea...

As for web design, the Korean market is very conservative so sites tend to follow the same format, a good one, but not very varied. I suppose a foreign web design team with enough prestige could start a new trend, but it doesn't strike me as very important.

By the way, cyworld is better than facebook and has been around much longer.

I don't understand this question. Or the follow up.

You don't really need to know to do web developing. You need to know a variety of key words, sure, but even English speakers need to learn these to use them in context. And there's a healthy market of translated and domestically produced books on web design.

A translation knowledge base for translating anything? I don't see how that would work.

I think permutational(?) dictionaries are used a lot for that sort of thing. Just add Korean to the right and you've got a pretty good source to reference. Here's one for Interlingua for example:
