Starting on August 17 next year, Korean businesses that employ foreign workers are to be required to get insurance and collateral to guarantee that the workers will leave the country when their visa expires, and also to guarantee that overdue wages for the workers will not be withheld. |

hmmm
Pro: It should clear up salary problems at bad hagwons.
Pro: If owners have to pay this money up front, it should clear a bunch of the undercapitalized hagwons out of the market, which is probably good for everyone.

A separate committee will also be set up in the ministry to collect opinions on the employment of foreign laborers from businesses and government officials in charge, the ministry said.
|
Con: it makes no mention of talking to labour.

Foreign workers are also to be required to subscribe to a similar insurance contract and provide collateral, which would be roughly equal to the amount of money for a one-way ticket home.
|
Con: the midnight run option just got a lot more expensive.
Con: if they ask for the airfare money up front, it's going to exclude the broke ass masses.
Con: they'll give the fund to immigration to manage ...
Here's what I imagine going down. If this does happen, it'll clear the smaller, declining, cash poor hagwons out of the market. Unfortunately, if you're at a bad hagwon that can pay you, you're more likely to get stuck for the duration. You know you've got that big carrot waiting for you at the end of the contract and you've already paid for a return ticket. So it looks like you're going to be 'married' to your boss now.
I hope this is just a balloon.
Does anyone know if theres an insurance system like this for regular labour in Korea?
How about anywhere else in the world? |

Am I reading this right? Foreign workers will be required to provide collateral equal to the cost of a ticket home? Seriously? |

Always lots of talk in the media about 'foreign workers' & it never seems to pertain to english teachers. I suspect it refers only to the industrial 'trainees' from developing countries who do the gruntwork in factories here.
Us E2s are a different kettle of fish. |
