I like LAME. Go to http://www.rarewares.org/mp3-lame-bundle.php and download LAME 3.98. Unzip the file. Note that this is a command-line utility. Documentation is provided, and I think that using it under the Command Prompt is straightforward. If your really want a graphical front-end, look at http://lame.sourceforge.net/links.php for options.

If you are doing something like taking the audio out of youtube vids, no matter what you use you won't get a good sound, even if you manipulate the wave by putting it into stereo and re-mixing it.

but you'll need to download the mp3 lame converter, which is easy enough.

Find Lame, the executable file, then find Razor Lame so you have a nice GUI. Works great. Shouldn't be hard to find off google.
