Hi, I was wondering if a certificate or letter of graduation is enough to substitute a diploma for obtaining an E-2 Visa. I checked some Korean embassy sites and searched around these forums a bit but could not find a definitive answer. Thanks for your help. |

Short answer (for all intents and purposes) = NO.
Immigration will NOT issue an E2 without your parchment or (embassy certified / appostilled) copy of same.

I received my Visa confirmation number form Immi with a Apostilled letter from the dean of my department. The parchment had to be in hand before landing in Korea, but luckily mine arrived before visiting the Consulate.

Is this just for E2 visas? Or does this apply to F4 visas as well? |

You don't need a degree for an F4, just a Korean parent.
The last time I checked they did not require your parent to have an apostille attached.

So I give them a letter saying I would graduate and just bring my diploma once I get there? Thanks. |

Instead of hoping of getting the right answer here have you called you nearest Korean Embassy or Consulate?
Because right now I am in the same boat, but I am going to wait until I get my diploma so I dont have to HOPE everything will work out. So right now I am going to Korea in March, just in time for the public schools to hire teachers  |

A couple of things may have allowed this.
1. I'm still in the US, so it was mailed.
2. I explained the situation. In my case we graduated in May, but we were not scheduled to receive the actual diploma until August. The letter from the dean had to be on official school letterhead, notarized, and then Apostilled. THe letter had to explain the situation and have the office contact numbers.
3. It is a public school job.
According to the consulate in Atlanta, once you have the Visa Confirmation number, all you need to bring is official unopened transcripts to the interview. Once in Korea you need the actual degree.
Now things may be different depending on who YOU talk to.

The info about the transcript is on the website.
For E2
# If you are provided a VISA Confirmation Number from the institution, you will need this number and your official transcripts.
# If you are not provided a VISA Confirmation Number, you will need a copy of academic degree certificate (Copy must be notarized and stamped with an apostille) AND official transcripts
About the letter. I told the recruiters that I wanted to teach in September, and explained the diploma policy of my school. All said that for public schools I could get the Visa confirmation number with the Apostilled letter from the school. I sent the letter, I got my number and an appointment for an interview in Atlanta on the 20th.
I have no Idea who I talked to in Atlanta but they confirmed the transcript thing.
