Can anyone confirm for sure which banks here allow ATM withdrawals overseas? I tried my KB card in the Philippines and it was a no-go.
The bank clerk here made a call to someone and confirmed that foreigners can't use this service. No reason or explanation given, just that we can't.
I feel a bit pissed off about this blatantly racist policy, so I want to change to a bank that allows overseas withdrawals. Anyone know which ones?

I use KEB and my international ATM card works outside of Korea. I opened my account at the Itaewon branch and have had nothing but good service there. I know other people have had good luck with Standard Charter and Nonghyup. DON'T go to Hana, Shinhan, or as you already know, KB; they're all crap.
