People Wearing Masks to be Denied Money From ATMs

Staff Reporter
Anyone wearing a mask will not be able to withdraw money from an automatic teller machine (ATM).
The financial authorities, banks and police are planning to mount a face-detection device on ATMs to help prevent crime, the National Policy Agency said.
It has requested financial companies to adopt face-reading ATMs to prevent criminals covering their faces with masks and caps from withdrawing cash.
An ATM equipped with the system will automatically stop functioning when a person with their face partially hidden by a mask is detected on camera.
The police agency held a meeting Friday with financial companies and banks to discuss details of the measures. The system was went through a trial run in 2004, but was later discarded due to the 200,000 billion won ($150) cost to install the machines.
The system developer plans to cut the cost by half if banks place orders for more than 10,000, police said.

Only if you make a number of naive and dubious assumptions.
Perhaps some lawmaker or his backer has a financial stake in providing the government contract for such technology, and/or a right-wing focus on security precautions, to create the perception of getting tough on crime even if the measures taken aren't effective, politically it's about appearances. |

Naive? No, it's a matter of logic. |

Although it isn't the argument in this news story the ATM cameras are often very useful in solving other kinds of crimes. Often when someone is murdered or raped the attacker uses the victim's ATM card after presumably learning the PIN from the victim, and usually they cover their faces when using the machine because they know their image is being recorded.
Of course it may just mean criminals will stop using ATMs and get caught less often, so that would be a negative. But most criminals are stupid so probably not. |

I wonder if they'll get enough foreigners tested with the software or if there might be a problem of "you don't have a face" because you don't match Korean haha |

I'm guessing no one on here knows the reason for these new regulations.
I wonder if the English press has reported anything at all about this as it seems even the Korean press is being really lowkey about it.
Here's the story:
Something like a week ago, a university girl in Gunpo was kidnapped while using an ATM in broad daylight. She had just called her mom and told her she was on her way home and had stopped to use the ATM. While she was using it a masked assailant grabbed her, kidnapped her and then proceeded to empty the account. No one has heard from the girl since. |

The system has been on trial since 2004. |

My prediction: the face detection works wonderfully with Korean faces. White, black, brown faces it doesn't work. |
