We've all heard the talk about English-only classrooms, immersion, more Korean teachers instructing in English, special English schools, etc., and there have been a lot of proposals made (and presumably a lot of money thrown around), but has the government ever released a concise mission-type statement of their policy towards English education?

Indeed they have. I believe it's "Keeping up appearances".
