I'm teaching "at risk" 5th graders in America
I thought to try a pen pal assignment if I can find a reliable teacher on the other end.
Let me know if you're interested and we can work out the details.

Yes, I have been looking for someone state side to do this with.
I have a class of 15~20 students looking to write with English speakers.

There is also e-pal, but the pen and paper has a certain feeling to it |

Don't know how many kids you have, but I have about 100 kids (G5-6) who would love a penpal (paper or electronic) in the states.
I already have about 60 kids with penpals in Canada. |
