Two questions, same word, different forum(should be):
Windows Vista keeps popping up balloons telling me what I've just done. Also, one of my students keeps laughing for no reason. |

You have to turn off UAC (user account control). Bye-bye pop-up's.
Control panel--User accounts--user accounts--turn user account control off or on.
Ask a Korean teacher if he's mental or not. |

Agreed. Or just ask the student. That might be enough to embarrass him into silence. |

On the flip side you might have gotten one of those lappies for the "Special people" and Vista is just trying to give you extra "help" and the laughing kid somehow knows this.  |
