Is a high turnover rate of foreign English teachers a red flag? |

I'd say.
Countrywide, or one place? Or both? |

Sounds like the OP means school. It definitely is a concern for people who want to work several months to a year. It also seems like the school is not legit, meaning they aren't getting things like housing. |

I think more along the lines of bogus work hours, delayed or late pay and probably crappy housing. Usually people will stick around if one of the above is a problem, but two or more, not in this market. |

I have noticed some "reputable" universities that used to seldom or never advertise jobs, post a lot more job openings in recent years. Could this be taken as an indication that a good place to work has become bad, or at least deteriorated enough to make teachers jump ship? |

It depends on the school. Why don't you post the names here and see if anyone bites?
It could be high turn-over or expansion. Maybe it's renewal caps. Some schools are expanding right now. But sometimes they're expanding to make room for non-credit programs like camps, kindergarten, hakwon classes, or for people to be sent to public schools.
Sometimes the department is growing because the school wants to add an ESP or sophmore program.
The best thing to do is to contact one of the people on the faculty list, or drop by and see for yourself. |

Yes, many unis have started a volunteer winter and summer camp program. You don't have to work these , but if you don't you probably won't get renewed. Some have added unigwon classes. Most have had salaries that haven't changed in 5 or 6 years.
On the bright side, many are now only requiring a BA with some teaching experience. Not a bad deal if you are enrolled or are planning to take your Masters. |

Could also be for reasons unrelated to the school. Salaries have stayed pretty stagnant for the last couple of years, meaning to maintain the same quality of life here will mean you are saving less won, coupled with a recent drop of almost 30% of the won's value against some major currencies creates a 'perfect storm' making korea in general and Uni Jobs (which often pay lower than other jobs, better benefits) less attractive. |
