I'm being issued a visa number and have held the E2 visa before. My boss believes I have to go to Guam or an American state even though I don't need an interview. I believe I simply have to go to Japan pay for and obtain the visa, and come back. Verdict?

Previous E2 and NO blackmark in your immigration file = pick the country of your choice for your visa run.
