El Mercurio

This says that approximately 80% of Chileans aged 18 to 35 will not vote in next week's municipal elections. These represent important elections in Chilean politics, as, in Chile, presidents appoint regional governors.

In any case, this says that these Chilean youths will not vote because they remain off the rolls and, further, 68% of them consciously declined to register, explaining that politics neither concerned nor interested them.

"The rest of the world," indeed.

no se preocupa means it doesn't concern them?

30's a bit old to be blase about politics.

"...does not worry them" is another translation. Actually, looking at that again, "the politcal class does not worry itself about them." It goes on to say that they do not feel that any political candidate represents them.

This is an old trend there. I have personally observed this. They shrug their shoulders at elections. The key is not to ever register to vote. Voting there is mandatory. The military comes out and everything closes for a day. No work, no school, no nothing. Even the bars close before midnight the night before. If you are registered to vote but do not vote, the govt will fine you every election. If you never register to vote, then you do not appear on that radar.
