It's considred cute and in some strange twisted way: "a compliment".
If you watch those candid Korean TV shows they do it all the time. They are conditioned to react with this shy gigglish behavior to almost ANY situation that isn't as mundane as meeting their friends.
It used to annoy me a bit at first. But then I noticed it was a lot of the middle school girls who had a crush on me that did it... it's actually quite cute after I realized it wasn't because my hair looks like GoKu from Dragon ball Z.
As for older women, I think they are honestly laughing at us. It could be the paranoia setting in...but watch your back.... you've got chalk on your ass. |

I agree, saying Hello to a foreigner for them is like us putting a drunk/sleeper's hand in warm water and making water sounds when they are crashed...may the pee dance begin. |

At a restaurant last night the young waitress would start to giggle whenever she approached my table, and then would flee and hide behind a wall. It was quite a predicament - I was famished and I couldn't get any service. Eventually they sent a male waiter. |

The secretary at my old place of work was a Korean woman just out of university, and I could barely talk to her. She'd turn bright red, cover her mouth and giggle uncontrollably every time I tried. I had to work with this person. Drove me nuts. |
