I don't know if it is just in my area (Mokdong) but it seems like someone smart in the Government has worked out that if they install trash cans, this might encourage people to put their rubbish in there instead of throwing it on the ground.
These seem to be brand spanking new ones where the user has 2 choices; 1. A slot for general rubbish and 2. A slot for recyclable rubbish. And all in the one trash can.
There must be at least one smart person in government here.  |

Once they catch wind that they can dump their trash without buying bags again, you'll see the pileups.
Enforcement, once again, is the major problem here. There will be penalties in place for jagoffs who abuse these bins, but since no one will ever enforce them, you'll see the piles soon, and the bins removed soon after that.
You can't expect a nation full of habitual corner-cutters to change overnight, especially when you don't punish them for their behavior. |

Or someone went to Tokyo and found them pretty much everywhere. |

Perhaps, it will work. I hope it will, because Korea has developed a lot, and we need trash cans, so we people won't have to use the ground as their trash can. And if the government thinks abusers might be a problem, they should fine people and publicize that in the powers.
Seriously, if the government wanted to make Korea's business and citizens more accountable, then they have to enforce their laws. I am not sure as to why that's so hard to do. |

Not to digress too much but I agree the government needs to make themselves, corporations and citizens accountable for their actions - they only seem to hold English teachers accountable and publisize it add-nauseum
In my area there is a large section which is just foot traffic - gardens etc and by 11pm every night there is letter scattered everywhere (no trash cans) but it justify's employing the elderly to go around picking up things.
But it is also education. I don't think they teach anything like littering in public schools but I could be wrong.
Also road safety I'm not sure they do that either. |

| I was surprised by the huge amount of trash people just leave. I have noticed in Toronto it's getting as bad, especially public transit where they don't have an army of old women to scrub the stations day and night. In Canada it's people leaving their Tim Hortons cups everywhere. Ugg. |

Have you seen how they walk? Their driving is the same. They should test them on walking before distributing licenses. I swear everybody must be drunk at all times.
I live in Mokdong too. These cans are popping up a bit. But, there aren't nearly as many as there should be. Trash in Asia. What also strikes me as strange is how I always hear Korean people say how dirty things are but they never seem to care about litter and trash and such piling up. |

geez - the grass must be greener where you live...
just today when I walked to the bus stop - I noticed the trash bin had been taken away (at the bus stop)
right in front of SongPa-Gu-cheong (Songpa-Gu Office bus stop)
I had no where to throw the empty bottle of water I had just finished drinking..
and wondered what kind of idiots would have taken the trash bin away... |
