At the risk of sounding like a broken record, I'm really not surprised. Prostitution should be legalized the world over. Because whether it's legal or illegal, it will still occur no matter how hard the moral authority cracks down. There will always be women/men willing to sell their bodies to make some money and there will always be willing customers as well as pimps looking to capitalize on that. Vicious cycle. But can't be stopped.
I bet that nearly all of the pimps and prostitutes and clientele involved in those crackdowns do NOT want to be rehabilitated. It doesn't sound like any of the high-end places were targeted (where a girl can stand to make upwards of 20 million won per month), but whether you're a girl working in a high-end room salon or a girl working in a cheap massage parlor, they probably won't quit their profession just because of some police crackdowns.
I am surprised at this statement though:

low... the rate for usury in the west is 60%. |
