Can I do it at a bank if I don't have a account there? I'd like to get the best rate possible obviously.

If you are in Busan, there are some adjummas that are out on the street, near Nampo Dong. You can exchange K won for US bucks or Jpn yen and the rate is slightly better than the banks.
I am not kidding, by the way.
I imagine there are similar places in Seoul, but I don't know. |

| In Namdaemun market you'll find the aforementioned money laundering adjumas. They will usually give you a better rate than banks (but some banks give special rates to preferred customers). |

I tried to change some USD for KRW today at Citibank, but they wouldn't let me because I did not have my passport. I thought that was strange. It sucks though because I have about 300 won and my passport is currently tied up in getting my ARC card. It seems as though I will have to hassle some poor fool with a passport if I want to eat. |
