I am going to leave my hagwon after the 9th month and get released. Technically, my card doesn't expire until February of next year. I alread did a background check in March. What does immigration need?
I haven't done a second background check. What are the rules for a guy in my situation?

Are you going through a recruiter? If so, it's a lot easier because they will list everything for you. I think you will need a new CRC and medical check. If you aren't going through a recruiter, you will need your new hagwon to contact immigration to find out what they need.

This is what I had to submit in September at my 9th month mark with my first hagwon (I transferred to a public school though):

1. Contract
2. Apostille CRC - but if you can['t?] get apostille CRC, bring your CRC and go to American Embassy, and verify your CRC
3. Obtaining an Official Certification of Health

Every teacher in the public school system is required to submit a health certification from a licensed physician that details their physical health (including, but not limited to: height, weight, eyesight, color blindness, hearing, blood cholesterol, anemia, blood pressure, blood type, liver function, past medical problems, current medical problems, dental and oral health problems, etc. In short, a health report for Korean public service personnel. And MUST include the TBPE and HIV test.)

4. Release letter
5. Application Form
6. Passport and Your Alien Registration Card

I'm not sure, but I only thought you needed a new CRC if you were getting a new visa. I thought a transfer didn't require one, but I could be wrong.
