I live on a university campus in Korea. When I test my internet speed using speedtest dot net, I get really good speeds to just about everywhere in the world except Japan. When I ping Japan (Yokohama), it's like 400+ms and download speeds of just ~500kbps. It hasn't always been like this. It used to be quite fast as in 10-20x faster to Japan. When I Skype my friend in Japan, I get dropped calls. Is it possible my uni is doing something to cause this? I can't imagine it being Japan's fault. Your expertise it greatly appreciated.
