By prepaid Visa Card are you talking about those gift cards ?? You buy say a 100,000 won card; you can use said card anywhere (within the $ limit) like any credit card..
Lots of, if not most/all, major Korean banks have them. BC Card is a major one. Then for separate banks try KEB, KB, Sinhan, Samsung, Hyundai, Woori, etc. Not sure which ones are Visa and which ones aren't (most are either Visa or Master Card from what I know and have seen)
Not sure about the need of an ID (quite probable) and you go to a bank to buy 'em. For BC Card, the limit of what you can put in is 100만원 (1M won) a month, and they are top-uppable up to three times. |

With KEB, you put a certain amount of money into an account for a deposit (I did 2.5million won), and they'll give you a Platinum Visa credit card, which can be used internationally.
Your monthly balance gets deducted from your regular bank account, and they pay you 3% interest or something like that on your deposit. |
