I am a teacher currently teaching at a hagwon in Daejeon, South Korea.
I have a question about what I would call volunteer work.
I read that "if you are earning money outside of your primary place of employment (the place that sponsors your E-2) it is illegal without the permission of Immigration."
Now, I am assuming that does not include work that you do for no kind of payment. Still, I know what happens when you assume, so I would rather be safe and ask what others think.
For example, if you were to teach English on a regular basis at a local church, but do not receive payment of any kind, that would be okay, right? Or even if you met with neighborhood kids on a weekly basis, but, again, received no payment. Simply volunteering one's time to teach cannot be illegal, can it?

It would (by immigration) be considered to be an activity "outside" your "permitted activities" under your status of sojourn and would be illegal if someone were to report you.
You have 2 choices:
1) take the risk, do the work and hope no-one reports you.
2) get permission from your boss, a 2nd contract (yes even as an unpaid volunteer) and go to immigration and apply for the addition to your ARC.
(this will also cost you 60k won).

How exactly would one go about doing number 2?
Would that also mean that if you had permission from your director and follow said process, you could apply for paid positions as well?
If anyone could point me in the right direction, that would be great.

Yes, it does indeed mean that you can apply for a second paid position. There are strict rules about exactly what that second paid position can entail and whether you are eligible.
For detailed & authoritative answers, your best bet is to telephone immigration. Although, ttompatz is equally as (or more) authoritative on subjects like these.
