I have applied to EPIK in Gangwon province through one recruiter as they only do placements there. I am also in contact with another recruiter who does EPIK and GEPIK generally. Is EPIK split into more than one province ? Can I apply to EPIK Gyeonbuk for example after I've already done an interview with Gangwon?

If you have applied for a position with EPIK Gangwan Office, yes, you are able to apply for another position through EPIK National office for other provinces.
EPIK Gangwan is almost a separate entity now.
