If two foreigners end up having a baby in Korea, and the mother/wife doesn't want to work, is she legally allowed to stay in the country if the father/husband still has a job/E2 visa?

Yes she is. That is the situation I am currently in. My wife stays at home to take care of our son. I have an E2 visa, and she and my son have an F3 visa. They are tied to my visa. She cannot work while on the F3 visa.

Yes, you totally can. I was here on an E-2 visa and switched it to a F-3 visa when my contract ended two months before my due date. When our son was born we got a F-3 visa for him. Both my son and I are listed under my husband's Korean medical plan too.

As with Polonius and family, both of our F-3 visas are tied to my husband's E-2 visa. You will need to show immigration your marriage certificate when your wife wants to change her visa status.
