At the beginning of the article, a Ministry of Education official is quoted as saying it's better to have high turnover for native English teachers because experience is not important and children should be exposed to different kinds of foreigners.

Then one *possible* reason for teachers not resigning is the worsening relations between DPRK and ROK...

But later, another Ministry of Education says they will create incentives to keep teachers longer...

Can anyone disprove this statement reported by Kang Shin-who of the Korea Times?

I didn't like this article.
