We all have our own ideas about "decent quality"... especially in regards to Indian food... but I can tell you that there are 2 Indian restaurants very close to the main gate of the Samsung Digital Research Center (yeongtong area)... one is a Chakraa and the other ..... can't remember the name, but there are many of the Samsung folks that eat there... very cheap, hole-in-the-wall kind of place. There are many, many Indians visiting regularly so they may be able to share with you how to find a local grocer.
Although not much help (because I can't remember the exact location), there is a very small Indian grocer in the Suwon Station area... on one of the side streets near the old bus terminal.
