I've been trying for days to get the definte answers to a lot of questions about the new E2 rules. Here's a website I found helpful (for Canadians at least but may be useful to others):

The phone number is 514-845-2555 and a person actually answers the phone! And they were able to answer my questions!
There is no need to go to a consulate for an interview. If you've had an E2 before you don't need an interview. Also, if you do need an interview you can do this by webcam if you do not live near a consulate. So it's really not that big of a deal after all.
I also found out about the CRC. First I have to get a letter from the provincial court stating that I have no criminal record. I went to the court and filled out a request form and paid $20. That takes 1 week to get. Then you take this letter to the RCMP or your provincial police depending on which jurisdiction you live in and fill something out again and in 1 week they will send you the certificate that you need. If it's from the RCMP it's an A4 white paper which has two sections with checks next to them - one of those says you are able to work with children or vulnerable people. This certificate needs to be stamped by your nearest Korean consulate. You can do this by mail, the info is on the website. It takes a few days. It does not need to be notarized since it is an original document.

I`m from Canada so I have to go through the same motions, I also am dealing with the MTL consulate.
I was living in Gatineau, but working and schooling in Ottawa, so I went to an Ottawa police station for my criminal check. Ten or so weeks later I get my document. I sent it to the consulate and I just got a call from them today.
For a reason unknown to me, they can`t accept that criminal check. I need to have one done from an Eastern province (QC and the maritimes). I`m living on PEI for the time being.
I went to the IFS today and in 2 business days I`ll have another criminal check.
I wasn`t told I`d have to get a letter from the court. Just that I need a criminal check with VSS done. This is the first I`ve heard of this, but I`ll definitely call tomorrow to make sure! |

I'm from just outside St John's. That's what I was told by the RCMP I had to do to get their certificate. It could be different for you. The website does say that a provincial one is acceptable too as long as it has the VSS. I'm going for the RCMP one because another teacher at the school got his visa with that one so I thought right, I'm not taking any chances so I'll get the same one.
I should have said in my original post: It depends on where you live. If your address is in a provincial police jurisdiction then you have to go through them (as you are doing). If it's in RCMP jurisdiction then you get the certificate I'm getting. So you probably don't need the letter that I need. I'd be curious to know why your first certificate is no good. |

That's weird - My girlfriend got hers (including VSS) in Ottawa about 30 minutes after walking into the central police station on Elgin Street.
Someone mentioned new regulations that came into effect mid-December, but when we were applying a few months before that the Korean consulate had no qualms about accepting our Ottawa CRC+VSS. |
