I will be arriving in So Ko in a few months. I would like to open a bank account there which has bill payer features like bank accounts here, so that I can pay my US bills electronically. Anyone have experience doing this, or do you just bill payment manually?

I doubt if you will find this in Korea. You will probably need to wire
your money from Korea to a U.S. bank and from there pay your bills.
