3 things you can do:
1. Go under the radar. Volunteer without asking permission like most people do. Only if someone complains about you will you get investigated.
I can see it now: "Today, an American, Mr. S, was arrested by Korean immigration. Though he was found to be drug-free, he was guilty of helping serve food at a local orphanage and playing soccer with children."
2. Call immigration and get verbal approval to volunteer. This what happened with people who helped with the Taean oil spill clean up. Get the person's name just in case. In Seoul, you just dial 1345 for immigration.
3. Fill out the appropriate form and pay the 60,000 won fee for activities outside your visa status. Form and info here:
