Where am I likely to get the best exchange rate and least fees? Bank, Amex branch, airport, in Japan?
I'm presuming you can just go into any bank here and exchange cash, you don't have to me a member of that bank?

Probably all the same unless you're exchange a huge amount. A KEB, Korea Exchange Bank, branch wouldn't be a bad choice.

I would do it in a bank in Korea. You'll most likely get a better rate at a bank in Korea than a bank in Japan. I've found that banks in Japan give good rates when exchanging dollars to yen but not when exchanging won to yen.
