Computer shocks me - What is wrong?

My PC case gives me a little shock when I touch it. Recently, it stopped working, and I thought... Oh this sucks!

Anyhow, I unplugged the power cable and the case still shocked me.
Next, I unpluggd the monitor and that was the source of the problem.
I brought my PC to work thinking it was fried, but when I plugged it into a monitior at work everything worked fine.

Question Has anyone heard of this before?
Question What is the underlying problem?
Question Is my monitor fried? If so, how could it happen?

I try to remember to ground myself on a metal surface before using the computer. And in heating season I douse myself in Spray Pigeon at least once a day.
