| know of any community or art centres that offer art courses for english-speaking adults in seoul? i really want to take a course on water colour painting and/or photography |

NONE....(my guess)
Even if there was a class taught by a Korean, it would be like "Here is how you paint, do exactly like me"
There are some Art Hogwons but they are for HS students going to study at a University. |
