I have read about the potential problems in opening a Korean bank account (refusal to give online banking or international debit cars to foreigners etc.)

Can I open a Citibank account in Canada and then use it in Korea?

I would want to be able to deposit and withdraw money in Korea obviously. I will look into getting an account with the won as the main currency as I dont want to exchange the money each time.

Is this possible or do I have to open an account with a K bank when I arrive in Korea?

i don't have any first-hand knowledge to offer, but i do remember a post on here a while back by a person who contacted citibank and was told that there was no real connection between the systems of the korean and american branches.

They are related in name only. I thought I could just hook my HSBC from back home up to one here. Didnt work out that way. I just chose KEB since they give credit cards and such to foreigners. Their internet banking is in English and half decent.

Citibank is one of the worst banks here, if not the worst. Bad points include not having access to your cash after 10pm.
