tutoring license? worth it? how to get it?

Hey guys... I read the WHOLE 16 pages of the privates sticky.
Some, but little, has been said about getting a tutoring license. It is not mentioned in the OP as being part of the sticky, so I am opting to start my own post. Frankly, that sticky gets no hits.

I will be getting my F2 visa.

I am looking into doing privates from my home. Later when I get enough of a base I may start my own business front, but that is a separate issue.

My two major questions are:
1. Is it worth it to actually get a tutoring license?
2. What are the DUMBed down steps to getting this?

I noticed that several people were posting that they didn't know, so I am assume I am not the only one alone in this.

My other questions:
3. Do I need an F2-1 visa instead of a F2? Someone posted that they needed a F2-1, never heard of that type of visa before.

4. Where do I find the education office? I noticed someone posted something along the lines of - is it at the province office or the gu office.
.... For your reference, I will am in Bupyeong.

5. How do they calculate the base pay per month to post on your lovely paper that you have to show everyone? The Idea would be to get a nice large number up there, hope that it doesn't give specifics (only per month), then charge that as a rate for 1 hour session at 4 sessions a month. Thus 300$ would be 75$ an hour.

6. What does the certificate thingy say anyways?

7. What other wonderful tidbits should I know or beware about?

8. Should I bring my Mother in law to butter up the peeps in the office with her ajumma power?
