Government officials expressed concern about copyright violations on American goods yesterday but were largely unfazed by Washington's decision to place Korea on the U.S. Priority Watch List.
The move represented a step down for Korea, which already was on Washington's Watch List for copyright piracy. But, according to officials at the Foreign and Commerce ministries, the lower status should not affect bilateral relations.

The growth of online music piracy in South Korea has caused serious economic damage to both domestic and foreign recording companies, and the continued piracy of U.S. motion pictures in Korea has resulted in millions of dollars in lost revenues for U.S. and Korean copyright holders.

You can't win, Korean logic is based on emotion, so however they are feeling at the time is always right. Koreans don't want to or will not acknowledge rational thought when they will look bad. Since they are always being emotional about everything, they are always caught with their pants down on the issues.... and it is about the issues in the end with regards to international relations, and not emotion that count. So you get this dichotomy coming out of the horses ****** all the time.

Two of my Korean friends who work in computers doing god-knows-what, have told me that when they need software, their bosses say: If it's Korean-made, then buy it; if it is foreign-made, then steal it. Anecdotal, but revealing.
