couldn't find anything in the first 5 pages of search results.

can i just go to any atm and transfer the amount of the bill into one of the bank accounts listed on the bill?

Yes.

The banks also have bill paying machines that involve scanning the bill and paying it but really, all you have to do is transfer money to the bank account listed.

One thing I've noticed about transfers. You can transfer to any bank from your bank, and to the bank you're transferring to at one of their machines, but not from one bank to another bank at a bank machine belonging to neither bank. At least at my bank, KookMin.

The reason it's an issue for me is that KookMin bank machines seem to be few and far between around here.

Yes, you can pay bills but the time is limited to bank hours, as in the machine for that purpose shuts down. Make sure you use a machine at a bank you have an account with, or you'll pay a service charge.

It's not too hard if you can read a little Korean. You just slip in your bill and it takes the money out of your account. Look for the machine with the term 공과금.
