The number 031-120 is very practical help for your staying in Korea.

TIPS FOR 031-120.

1. ASK TRANSFER YOU TO THE ENGLISH SPEAKER
2. GET INFORMATION ABOUT
(A) BUS INFORMATION
(B) PRACTICAL GUIDANCE WHEN YOU GET LOST
(C) CONTACT NUMBERS OF OTHER ORGANISATIONS
(D) REQUIRED DOCUMENTS FOR REGISTRATIONS

3. REPORT COMPLAINTS ABOUT
(A) BUSES,TAXIES AND OTHER TRANSPORATIONS
(B) STAFF'S BAD ATTITUDE IN PUBLIC ORGANISATION (CITY HALLS,DISTRICT OFFICES,OFFICES FOR TOURISTS)
(C) OTHER CIVIL MATTERS

4. OTHER SUGGESSTIONS FOR LIVING IN KOREA ARE GREATLY WELCOME

Remember that you need to ask transfer to the english speaker or just leave your name and phone number to get feed back later.

120 is basically advertising through mass media day by day.

(02) area code + 120 call center is called 'DASAN CALL CENTER FOR CITIZENS IN SEOUL"
=> English,Chinese,Japanese services are available.

(031) area code + 120 is for "Gyeonggido Call Center".
=> English service is availalbe.

Above numbers are still spreading out amongst Koreans.

For foreigners I think they are struggling with civil matters day by day sometimes worse than even Korean.

At this point I wish my information would be proved useful for all of you.

Another product that is a hit is the 120 Dasan Call Center, which offers a one-stop service for callers with questions and complaints about city services. Callers who dial 120 can expect to have their calls picked up within 12 seconds and have most of their concerns answered. Since its inauguration last September, more than 2 million people have used the service, averaging approximately 10,000 calls a day.

The city's organization and personnel management system have been changed in the past two years as well. For example, a promotion system based on achievements rather than seniority has been instituted. It is expected that the increased competition will lead to enhanced competitiveness of the city.

The Seoul Metropolitan Government is revamping its organizational structure by closing down many of its dong offices. By the end of the year, about 100 dong buildings out of the current 518 will be remodeled as childcare centers, libraries or cultural centers.

my point was we didn't need like 3 threads on it. One is sufficient, and since this one has the most info and its helpful, sticky this one.

If I were to complain about certain taxi drivers cheating me would anyone really are though? What happens to the complaints?

1330 provides a similar service. Just dial the city code + 1330 and they generally have an English speaker to help out with train/bus schedules, translation, etc. It's been very useful in the past.
