You need a Korean ID (as in your Alien registration card).

I don't think you can sign up with a foreign ID unless you're prepared to go through a very rigorous application process.

You don't need a Korea ID. Just need to fax them a photo copy of your home driver's license, or passport. But having the ARC is much easier.

Yeah, some sort of crazy thing like that, on top of the ARC, not in lieu of it.
