I think it's a good idea. This is what a lot of parts of America are doing (it's what the stimulus plan is all about, after all). It's just a question of whether Korea NEEDS this housing or not. Considering the state of a lot of villas and traditional Korean houses in the city (not to mention the countryside), I'd say yes. But the houses need to be cheap and have some sort of government subsidized mortgage scheme or a discounted rent system to get people in these apartments.

However, since I'm no economist, I'm probably completely wrong and should be beaten with reeds.

Here is a wacky idea...How about the government throw some money at developing other parts of Korea other than Seoul! Perhaps if more attention and money were spent in other areas, Korea might be able to claim more than one fully-developed city.
