I've accessed Jstor from Europe and Japan by linking in through my home university's library website. I'd imagine you can get in from Korea that way too. Of course, that only works if you are a current student or faculty with an active university email address and your university provides a remote access service. Also, some universities let alumni access reference materials like Jstor either for free or for a small fee, so you might want to check into that. If you're not a current student or faculty and your alma mater does not have an alumni service like that, I guess the path of least resistance would be to make friends with a student or prof and see if they could either lend you their login info or sneak you into a computer lab on campus.
