The government plans to install about 7,000 more outdoor surveillance cameras throughout the country this year for crime prevention.
The Ministry of Public Administration and Security said it will spend 82.6 billion won ($53.4 million) to install 7,131 closed-circuit television cameras this year in areas vulnerable to crime. This means nearly 16,000 crime-prevention cameras will be watching public spaces across the country from next year.

Surveillance cameras recently played a key role in arresting crime suspects including the serial killer Kang Ho-soon, who confessed to killing eight women in southwestern Gyeonggi Province.

The police nabbed him after tracking down some 7,000 vehicles taped on surveillance cameras near where the last victim was last seen. A CCTV camera also caught Kang withdrawing money from a bank using the victim's cash card.


The MOPAS considers spending 20.2 billion won to set up a center in Gyeonggi Province by 2014 for integrated operation of CCTV cameras deployed by the police, fire-fighting forces, local education authorities and local governments.

Some previous records raise doubts, however, over the role of CCTVs in fighting crimes.

A 2002 report in Britain - a country with extensive CCTV networks in public spaces - said that CCTVs led to a mere 4 percent reduction in crime. The effectiveness of CCTV in catching criminals also remains questionable. A 2008 report by the U.K. Police Chiefs said that only 3 percent of crimes are solved with the help of CCTVs.

The government plans to open new police stations and require public institutions to keep CCTV image data for at least two months so it can be used for crime investigations.

Police stations will open in Euiwang, Hanam and Dongducheon (Gyeonggi Province) by next month, in three more cities in southwestern Gyeonggi by July next year, the MOPAS said.

The government also plans to transfer 384 police officers and deploy an additional 100 patrol cars in Gyeonggi Province.

CCTV cams work better as deterrents than they do as tools to catch criminals. Unfortunately, because they are often hidden, they don't deter crime. Either make them bigger so that people remember they are being watched, or put more police on the streets.

I wonder if they'll be any more effective here than in the UK. At least they should help to shame those who commit crimes in public after the fact.

Cameras are one thing. enforcement of the law is another. Who's gonna stay awake and monitor the cameras? Are thy just left recording so the footage can be used later?

I'm a lot less worried about CCTV cameras than I used to. Maybe it's just because I've committed so many minor crimes in front of them without being busted. Most of them are not being monitored, and probably a large percentage aren't even actually recording anything, so unless you commit some major crime and they want to watch hours and hours of boring video to find you, you've got very little to worry about.
